Yes, I would...and did! My mech recommends it too, Nabil at First Class.

The spring, item 10, is only involved when making the final tension adjustment. The bolt is then tightened and the spring does nothing until the next timing belt change. How would it ever wear or degrade?

The adjuster, item 9, makes sense to change in that it rotates at all times.
