Yet another horn wiring question

Been through every post on this site and can't seem to find an answer. Horn fuse keeps blowing. Took Momo wheel off and found this...

The third wire from the right in the 4 pin connector was being used to sound the horn. It would sound for 1 second before the fuse blew. Thinking there was a dead short in the horns (they're old), I replaced them. Problem still exists. Is the wrong pin being grounded?

I'm not sure if it will help, but here's a description of how to wire the horn button if you get rid of the OEM cable reel: http://www.nsxcb.co.uk/showthread.php?6367.

If you look at the electrical plan in the service manual, you can see how the horns are wired. If I remember correctly, pushing the horn button activates a relay that sends current to the horns. If that's the case, then the wiring of the horn button is probably not the problem. You could look which fuse is blowing and then check the electrical plan to see what runs through that fuse to narrow down your search.
 
the green wire on the left is the horn ground and its not being used so I am not sure how they hooked it up.

if the momo button is grounded and then the OEM horn wire is used the momo button will ground it and trigger the alarm.

the big bright green wire is there to no show an SRS error light they jumped it to make SRS think the airbag is there.
