I believe there are no more emission tests in ny. They simply plug into the obd2 and as long as you doesnt have a check engine light you are good. The rest of the test is just a safety inspection.

Are you sure it is fuel system related? or is it dropping a cylinder? If you are not experiencing any running issues, just to let you know some injectors are noisy. If you are positive it is a injector, you should remove the injectors and have them flow tested and cleaned. I recommend...
