I'm not sure what you mean by a Fuel CutOff switch? There are two fuel cut-off valves located on the top of the gas tank which keep the fuel from spilling in the event of a rollover. I’m not aware of a manual cut-off switch that is in-line with the fuel system. One way to cut the fuel is to unplug the fuel pump. If you are talking about the RPM fuel cut-off then I think that is controlled by the electronic fuel injectors via the ECU—but I’m not 100% sure about that one.
Maybe he's referring to a real button. I had one in the trunk of my former Ford Probe 24V. There is a system that cuts fuel in case of a crash. You could reactivate the fuel supply by pressing this little button. I never heard of such a button in the NSX though.
Driving the NSX is a lot of fun. It's sleek and incredibly responsive. It's a lot like flying an airplane. And every airplane has a manual fuel cutoff switch.
On the NSX, the fuel cutoff switch is right below the elevator trim tab, next to the mixture control.
