The symbol for all multiples of 9 is the same as the symbol in the crystal ball.
Here is why it works...
You start with a two-digit number, let's call it Z. Z is equal to 10 * the tens digit (we'll call it Y) + the ones digit (call it X).
Z = (Y * 10) + X
We then subtract X and Y from Z and obtain the result.
This yields...
result = Z - Y - X = (Y * 10) + X - Y - X
...further simplified...
result = (Y * 10) - Y
which equals
result = Y * 9
...so regardless the value of Y, the result is a multiple of 9. Since all of the images for the multiples of 9 are the same as the image in the crystal ball, the trick will always work.

I think that's a combination of two things...
1) "Comfort food" - most people on death row probably did not spend their childhood eating things like pepita crusted bison with apple chipolte sauce.
2) They are limited to whatever the prison's kitchen can prepare within reason. I doubt the prison kitchen staff is going to produce a cassoulet of Jonah crab with corn and fava beans.
True that it is in multiples of nine, but the image will be different most of the time.
That's because it is comparing to the frame on the right, which only can display 9 numbers and icons, therefore depending on how far you have scrolled down it can display the only multiple of nine in the frame with the appropriate icon
