What is required to be CARB certified? What does that mean to headers? Is this cert achieved by design or by test of the design?

The ARB site says if engineering study shows no affect on emissions, then an EO number is assigned. The number can be verified by smog check stations.

I brought my car into CA from out of state, no one has checked my headers for an EO, half the time the smog tech can't find the engine.
If they ever check I'll get some new headers that comply. It's an expensive purchase to lose if you have more competent smog people and it's found on an inspection.
