Is this an ebay/paypal scam or just an incompetent user?

I put my set of Volk GTCs 17/18 for sale on ebay @ 1800 and have had a hell of a time trying to close the deal and get payment...

The email discussion is below. In short, the buyer first sends me an echeck. I asked him why he didn't just send me a straight funds transfer. He says he couldn't quite do it, to undo it and will try again. He does this multiple times and I still don't have funds. He wants me ot jump over hoops to try and get paymenet from him... I'm wondering if this could be some sort of scam, or if he's just incompetent.

Here's the latest (start at the bottom). There was some inline ebay discussion but this is the jist of it..

Hinh - Why don't you give me a call at xxxxxxxxxxxxx or give me a phone
number I can call so we can chat over the phone and try to clear this up. I
have not been at a computer all day, until now.

Paul,

Ship me your wheels to my P.O. Box. I'll complete the deal with him, send the wheels to him and then send you the money.

Seriously, I wouldn't deal with him. Just too strange. Good luck.

Sure, send me a money order first and I'll 'ship' it wherever you want...

I don't want to go through the hassle of relisting it ergh...and I think I'm going to go after him for breach of contact. He gave me his address, so I know where he lives. He has a nice 750K house :)

Hear what you're saying. The breach of contract could work.

Good luck.

Whenever I make a purchase or pay an employee, I go out of my way to make sure that payment is made on time. Good business dealing should not have a bunch of run around non-sense.

I bet that the lender is having a hard time too getting their payment on time with that $750K property.

That's total horse $hit.
Don't do the deal.
Don't deal with people that obviously can't write in proper English and make absurd requests. We've all sold stuff. We've all accepted PayPal. You sell, they pay. End of story. F- all that.

I just talked to the guy over the phone.. he seems like an older guy with modest English and new to paypal. He was quite surprised to hear that he can setup a new paypal account with a different email and then choose "send money"..

He said he'll try that tonight... let's see what happens.

After nearly an hour on the phone today and countless hours over email.. I finally walked him through click by click, over the phone and got paid.

::HEAVY LOUD SIGH/GROWL::

FedEx and insure for the actual amount. FedEx is pretty good and prompt in paying out for its coverage. UPS takes some time, and good luck with USPS if anything happens. Do spend a little bit more on packaging material. Good packaging = headaches avoidance.
