If your compressor is running you should have cold, check the water valve up front for the heater core it should be in the back position if not the heat may be overrunning the cooling. But even if that is happening you should have cool until the engine warms up. Also you should not see the freon moving in the sight glass, it should be clear liquid freon, no foam or bubbles.

Normaly no cooling is a lack of freon so most likely you have lost all the freon, it can be the CCU but it's uncommon to lose the compressor run signal from the CCU. Is the compressor running?
