FYI: If the electrolytic capacitors have leaked you can them replaced for $100-$150 USD. There are threads here covering who does this work.

Thanks for the tip...I did replace the 13 capacitors and my fan speed still runs on high all the time. I was hoping my $13 repair job would fix the problem.
