I am wondering what constitutes emissions exemption for our cars...For example...in pennsylvania...a vehicle driven less than 5000 miles per year is exempt from state emissions....no matter what year...does that apply in Illinois?

not sure...but I can refer you to this site... http://www.epa.state.il.us/air/vim/

There is no exemption based on miles driven. But any NSX that hasn't had its catalytic converters removed should have no trouble passing. Just make sure the car is thoroughly warmed up when you arrive at the emissions station for the test.
