Lever in drivers footwell

Strange question perhaps.
In my '94 nSX, on the left side in the drivers footwell there is a recessed lever. My 1991 manual doesn't mention it.
Can anyone tell me what this lever does? Perhaps a switch to turn of the passengers airbag?

It looks like a switch but its not it holds the kick pannel on.
If you turn it counter clock wise and pull the panel will come off . Not sure what its for.
 
Is there no fuse box behind the cover? On the UK cars the passenger side (the left side)has a fuse box. Maybe they fit the same cover to both types of cars, even if ther is no fuse box.
