Just curious - is the smog test fee something you pay for government testers? Or is that something you must do with a private mechanic? Here, the smog test is run by the state (Illinois EPA) and it's free. It's only required in the Chicago and St. Louis metro areas, not statewide.

If the ride is too firm, lower the pressure 2 psi on each tire, and try it again. You can do that several times if you need to. Watch your tire wear. If your tires are wearing more along the edges of the tread than in the middle of the tread, then you lowered it too much.
