i bought a mirrior off this west coast guy and he did not send it and changed his number and wont let me even send him an email and he was paid aprox 2 weeks ago thank you

The marketplace is strictly "buyer beware" so not sure what you expect to be done for you,. Make sure you leave the seller a negative traders rating.

I am sorry to hear that. If you paid with PayPal or something that provides a way to dispute the payment and get your money refunded please look into that. Also, as RSO_34 said, use the trader rating system.
