You cannot convert any car to an NSX. Maybe if some company in the future makes a kit car of some type when there are no longer any NA1 and NA2's around, then you can go that route. However, it will not perform the same.
Intake and exhaust is a good place to start Kenny. They are also simple enough to install that you can spend a few hours on a nice day and get them done yourself with basic hand tools.

There's a lot of different methodologies on what should be done first to a car as a performance upgrade.

Well, bolt-ons from a tuner's standpoint would be intake, headers, and exhaust. Internals do not count as bolt-ons. Out of the three, I would say headers would give the most noticable gains on an NSX.
