Found it in my driveway after returning from a drive. Pretty sure it wasn't there until I pulled in.

Also, the a/c seemed very weak in the car - coincidence?

That is the plastic tubing damper thing that goes on the top few coils of the coil over spring. Supposed to help keep them quiet as they compress. As they age they literally just fall apart in your hand just like that. The ones on from my 92 were falling apart just like yours.
