These are like a pressure releif valve, so when you close the doors, they will shut easier, since the passenger compartment otherwise is air tight. You will notice in the parts pic there are rubber flaps(not in your pic) to keep rain out, and only allow air pressure to move them open when you shut the door.

ya, i have the part upside down so the flap is open in the pic... i always wondered what these were
