Comptech Sport (Koni) height adjustable?

My car has a Comptech Sport suspension, which I understand to be Koni shocks and some sort of shorter, stiffer spring. They appear to be height adjustable but before I go monkeying with them I am hoping that someone can advise me. The former owner gave me a spanner wrench with the car, which looks like it fits on the collar that supports the spring. I need to raise the car a bit, as the fender liner is worn through and the metal tab under it (on the fender outer lip) rubs on the tire from time to time.

To understand - are these aftermarket perches for the Koni?
Could I install the stock springs on these perches on my Konis?

Is this basically a "ground control" setup?

Use the spanner wrench clockwise to raise the ride height.

Inside one of those holes is an allen screw.....be sure to loosen it before trying to spin the collar.
