I took both of these items off of my '95. Both were on the car when I bought it in 2011. Spats look great with pretty much any side skirt/lip kit.
The spats were separated from the valence, and took some paint with them during the process. All of the missing paint you see came from this process.
The spats sit on top of the valence in the installed position. When installed together, the missing paint can't be seen, as its behind the spat. The first picture shows what it would look like with both installed together.
