I'm not positive, but here's my theory, and I'm assuming you mean driver's side intake scoop "elbow" which crams air into the air filter housing.
I think the relatively small hole in the top rear portion of the "elbow" is there to eliminate any water that might enter the intake scoop. If you follow the curvature of the plastic intake tube, it looked to me that any water that came in would be forced rearward and that hole would allow it to escape instead of forcing it into the filter housing along with all that air coming in.
