What's wrong with my aircon?

I do not use the car as often as I would like to. When I do take her out and use the aircon, it does not blow cold air until I hear the sensors (whistle sound) working. Sometimes it takes 15 to 20 minutes before the sensors starts working. Has anyone comes across this before?
