I wouldn't send a resume to the HR department. I would send it to the person I would like to work for. It will take more time and effort on your part, but it will get into the hands of the person doing the hiring.
I worked formerly as a consulting manager and did a ton of interviews of consultants, also helped consultants with their resumes. I also worked on the demand side and reviewed a ton of resumes for consulting services. I also ran an IT team and hired my own people so I also reviewed / interviewed as well.
