When I went to take the car to emissions, their system noted on the passenger side. Not sure if this was changed, but my 02's OBDII port is on the driver's side.

100% sure. I was worried my car wouldn't pass last week because they couldn't find the port. I had to look online to help the guy out because I forgot the location myself.
All 96+ vehicles must have the port within 3 feet of the steering column, which is why many vehicles which previously had them on the passenger side, now have them on the driver side as manufactures adjusted to law restriction.
Same happened here. They tore half the interior out (exaggerated). Were looking for over half an hour. The honda manual says passenger seat. The blue connecter was hanging there put the young mechanic couldn't plug his reader in so assumed he haddent found it yet.
