Changing front parking lightbulb

The bulb went out on the passenger side of my '92 and I think that I was able to get a phillips head driver on the screw from under the bumper. However, it just keeps turning and turning and I can't pull the light unit out.

Q--Is that phillips head srew supposed to come out or does it remain in place even after loosened? How do I pull the light unit out? Is any prying necessary?

One other Q in his regard: Both the parking light and side marker light on the passenger side are out. Is this a coincidence that both burned out or are they wired together so that if one goes the other doesn't work...or, is there a fuse for just one side?
