Would this toy be relatively safe for a 4yr old kid, of-course under supervision

(ie. easily taken apart, small movable parts, etc)

Front of the box appears to say, in Japanese, for 8 or older. My wife bought 1 for me from Hong Kong. The Hong Kong warning label says, in both English and Chinese, "Choking Hazard - Not suitable for children under 3 if there is any presence of small parts / small ball". I don't think the parts come off that easily.
