HELP!! OBD2 Question

I don't have much data on individual mods, but my 96 with I/H/E and IEM from comptech does give it 289 hp to the wheels,so HAL is allowing something.
 
OBD2 is what they came up with to standardize the way ecm codes are read and they also have a generic set of codes that all the manufactures use for the same faults. Some '95 model cars and all '96 and up cars are equipped with OBD2. The newer a car gets more systems are monitored. As far as OBD2 de-tuning your car, the manufacturer of the mod you are installing has to come up with a way to make it compliant with OBD2. That is why in California it is such a hassle to get some things CARB certified (California Air Resources Board). So OBD2 or non OBD2 your mods should work if designed properly. Hope this helps.
