This is correct, if it is rebuilt and not rebuildable then you can register it in any state. As far as the rebuilding process in florida goes ,it is a complete and thorough process. The DMV inspects and documents each vehicle and is one of the most comprehensive states. If you bring a out of state salvage/rebuildable title to florida it gets a rebuilt title ,there is no washing.

Just buy a stock one before hand.
If you plan on putting back the aftermarket steering wheel afterwards, then you don't even have to hook up the airbag to the cables. If you have the SRS lights on then just jumper the connectors.
