I went to look at the car he's parts off of - what a mess.
He seemed like a cool guy when I met him but unfortunately no other opinions outside of that. I think you buy the part in person and pay in cash.. you'll know exactly what you're getting. If its electronic... not sure if you'll have the ability to test it, but you should if you can.
