You'll damage it at less than 20 amps. What are you trying to do?

It is fused at 20 amps so you need to stay under that or the fuse will pop. Rule of thumb is you should not draw more then 80% of that continuously or 16 amps.

That fuse supplies the lighter and nothing else.

There is a 20amp fuse protecting the lighter relay but the circuit was designed to power the lighter and car phone. Like Brian said you should not go over 75%-80% so 16amps for the two circuits @80%= 8amps each. That being said you probably would be able to power a 10amp device safely.

Even if the car phone isn't used, the circuit was designed to feed both
