clutch fluid was VERY low....going to fill it and see if that fixes it. Thanks!

I had a new clutch put in 20,000 miles ago....it is getting very loose and hard to get in gear sometimes @ a complete stop even when pushing it all the way to the floor. Is it possible the clutch is going bad already or could it be something else?
