Also, I see CS6 is about to come out. Does anyone sell discounted CS5 products once CS6 is released?

Get Photoshop Elements. It's got most of the functionality that your dad would need, for a lot cheaper price.

To answer your question, yes old versions get discounted, but still not as cheap as Elements.

Very timely question. Adobe just announced creative cloud today. $50/month access based on a one-year commitment. It's still not cheap, but a lot cheaper than buying it outright.
