Plates get turned down because they may (obviously) be already issued, they are in bad taste or of a sexual nature. With each request you have to state the implied meaning of the plate.

A friend of mine had "cli" on a ford Taurus. The CA DMV caught up with him after 5 years or so and made him change it -- obscene. Several people complained.
