According to the pics properties and Autohype this pic was taken at the NISEI Week Showoff Car Show August 15th, 2009 in Little Tokyo, Downtown Los Angeles.

A quick search of cars entered shows the owner's first name to be Anthony, with team Phaze 2/Doods and it's a
'91 NSX
