Climate Control: Set to fresh air, blowing warm. Problem?

So I'm trying to figure out if I have an issue. Situation:

Air outside 60 degrees
Inside car about 70 degrees
The AC Off Setting is active

When the fresh air button is pushed, the air is warm. When the circulate button is pushed, the air is cooler. There is also more air moving with the fresh air activated. Seems odd to me. It should be more than cold enough to cool the car with outside air and no AC. The oddest part is the circulate setting seems to cool the car more.

I suppose when its 30 outside it will be more clear.

Thoughts?
 
So I ran it or think I did. The lowest temp I have is 60 F not 64 that it stated but i tried in both setups. It didn't appear to do anything.
 
As its not critical, I am going to see if it gets cold in the cooler weather. If it does I will presume its just a bit warmer than I expected.
