Question regarding PM function

I am maybe too stupid, but i can't find the PM function, and I also can't send PMs to others, as I am still "NEW". Can you please explain what I need to do to be able to send PMs.

I already read the forum rules but did not find anything about it.

Since you have a new account, the messages function will not work.
I forgot how many post you need to make before the function is enable. Maybe 10?
