That is Crown Point Vista House at the west end of the Columbia River Gorge scenic area. The view looking east down the river from there is awesome. All the cool waterfalls are in the bluff on the right side. This photo was taken in the circular parking lot around Vista House.

That's my old car (although I had stock blade wheels). She is a beauty. The ANYTIME dual tip exhaust worked perfectly for the car. Love the Mod 5 wheels the current owner added. Looks great with the yellow body.
