If the car is auto, u hv power steering. But it's electric, also known as EPS. If the EPS lite on the instrument panel is not on, then the issus is the rack that may need new bushings which is available from vendors such as SOS, or adjustment!

Buying a used 91, U are better off without power steering although it may be heavy at lo speed. PS is a very expensive and hard to source replacement item. See the thread under power steering. U will get used to driving the non PS unit after a few miles.
