Flat Tire Question

I took my tire to NTB to have it fixed. I asked what they use (patch or plug) and they said they use a "patch and plug". They guy showed me what it looks like. He said it was for a double seal and he thinks NTB are the only ones that use this.

Is this safe? Or should I buy a new rear tire?

A well repaired tire is fine for normal street use. I would never use one at the track of for extended high-speed driving.
