U.S. Spec Motor vs. Europe and Asia

I keep reading things that mention "290 hp in U.S. Specs". Is there a difference in horsepower with the European and Asian marketed NSX's ??

All JDM cars are limited to 280hp.
So Japanese spec cars produce "Only" 280hp as opposed to our 290.
